As in most NCAA rules, it would probably hurt the non revenue producing schools more.

I think this would be stupid. The only time a player shouldn't sit out is if the the school has scandal (and loses postseason eligibility) or the coach leaves IMO. Players shouldn't be able to changes schools all willy nilly.
